Biography

Dr. William R. Higgins (b. 6 May 1942) is an American composer, arranger, performer, and educator.

Dr. Higgins earned a B.S. in Music education from Lebanon Valley College, a M.M. in Music Education from Boston University and a D.Ed. in Music Education from Penn State University. Dr. Higgins taught Applied Woodwinds, Instrumental Music Education, Technology Applications in Music Education, and Instrument Repair at Messiah University. He is the technology reviewer for the Pennsylvania Music Educators News. He regularly performs with The Four Winds Saxophone Quartet for which he also serves as the composer/arranger.
